A regular meeting of the Seward County Commissioners was convened in open and public session at 9:00 a.m. on October 30, 2007 in the Commissioner’s room at the Seward County Courthouse.  Notice of the meeting was posted on the Courthouse bulleting board and on the Commissioner’s room door.  The agenda for all meetings is kept continually current and is available for public inspection at the County Clerk’s Office during normal business hours.  The agenda is held open until one business day prior to the meeting for appearance before the Board.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.

The Chairman noted that the public meeting information is posted as required by law and available for public distribution if requested.

 

The Pledge of Allegiance was recited.

 

Moved by Koci and seconded by Stuhr to approve the minutes of October 23, 2007.

Affirmative vote: Koci, Stuhr, Dedic, Miller, Ruzicka                        Motion Carried.

 

Sherry Schweitzer, Seward County Clerk reported that plans for employees to re-enroll in the flex plan have been made.  She also reported she attended a meeting with the Nebraska Emergency Agency on a program used to report incidents.

 

Gary Petersen, Seward County Emergency Manager reported he helped with the Household Hazardous Waste Collection over the weekend.  He has also been working on the new Mitigation Plan recently approved by the Commissioners, on badges for emergency incidents and the 911 signs.

 

Dan Hansen, Seward County Zoning Administrator reported he also helped with the Hazardous Waste Collection.

Barb Liska, Seward County E911 Director reported that she has been working on the badges project with Petersen and also on the 911 signage issue.

Russ Daehling, Seward County Road Superintendent reported on the Cordova Bridge Project update.

 

Commissioner Reports:

Commissioner Miller had no report.

 

Commissioner Stuhr reported he attended a local emergency planning meeting with Nebraska Emergency Management Agency personnel.  He also commented on the air quality reports that he is going to be sending to AON Services.

 

Commissioner Dedic had no report.

 

Commissioner Koci reported she attended an Aging Service meeting, an Economic Development Board meeting, helped with Household Hazardous Waste Collection and also helped judge the 4-H Halloween contest.

 

Commissioner Ruzicka attended the Region 1 Communication Committee meeting at Crete.  He also attended a SENDD meeting in Lincoln.

 

Moved by Stuhr and seconded by Koci to adopt Resolution #2587 in regard to the Treasurer Certification of Distress Warrants.

RESOLUTION #2587 OF THE SEWARD COUNTY BOARD OF COMMISSIONERS

Whereas: The Seward County Treasurer submitted the certification of distress warrants to be collected for the tax year 2006 in a timely manner.

 

Therefore this County Board accepts the certification of the warrants to be collected by the County Sheriff for the above tax year.

Jeff Baker, Seward County Veteran’s Service Officer reported that his office, along with the County Road Department would be hosting the annual Seward County Appreciation Dinner.

 

Moved by Koci and seconded by Dedic to allow the Road Department and Veteran’s Office to spend up to $25 per person for the Appreciation Dinner.

Affirmative vote: Koci, Dedic, Stuhr, Miller, Ruzicka                        Motion Carried.

 

Gary Petersen led discussion on the E911 rural signage item on the agenda. Petersen requested the Board ask for sealed bids for the purchase of said signs.  Petersen said that he would get a proposal made and have the County Attorney review it.  Commissioner Stuhr said that he would want the road addresses originally assigned checked to make sure the printout used contains no errors.  Chairman Ruzicka asked about vandalism and ownership of the signs.  There is quite a financial loss when signs are destroyed or stolen. 

 

Moved by Stuhr and seconded by Koci to authorize the Committee of Gary Petersen and Barb Liska to request bids for the producing and installing of 911 signs.

Moved by Dedic and seconded by Miller to open the public hearing at 9:31 a.m. to consider changing and/or correcting the levy for the Village of Pleasant Dale.

Affirmative vote: Dedic, Miller, Koci, Ruzicka, Stuhr                        Motion Carried.

 

No one appeared to comment on the issue of changing/correcting the levy of the Village of Pleasant Dale.

 

Moved by Miller and seconded by Dedic to close the public hearing at 9:32 a.m.

Moved by Ruzicka and seconded by Koci to adopt Resolution #2588 in regard to correcting the levy of the Village of Pleasant Dale.

Resolution #2588 of the Seward County Board of Equalization

 

WHEREAS,   Pursuant to State Statute 77-1601, each County Board of Equalization shall, each year, on or before the 15th of October levy the necessary taxes for the current year if within the limit of the law, AND,

WHEREAS, These levies shall include the amounts for operations of county government and shall also include all levies necessary to fund tax requests certified and authorized as provided in sections 77-3442 to 77-3444, AND

 

WHEREAS,  The Village of Pleasant Dale had a clerical error in the publishing of their budget hearing and the publishing of their hearing to “Set the Tax Request Different than the Prior Year,” which has now been corrected by the submission of new documentation, AND,

 

WHEREAS, The Seward County Board of Equalization already set the levy for the Village of

Pleasant Dale on October 9, 2007 prior to the submission of the correct documentation, AND

 

WHEREAS, State Statute 77-1601 allows for a correction of levy in the case of a clerical error, AND,

 

WHEREAS, It is in the best interest to correct the levy of the Village of Pleasant Dale due to their clerical error.

 

NOW, THEREFORE, BE IT RESOLVED: That the Seward County Board of Equalization hereby corrects the levy of the Village of Pleasant Dale and levies the taxes as requested and certified, for the various political subdivisions as set forth in Exhibit A attached and incorporated by reference herein.
