A regular meeting of the Seward County Commissioners was convened in open and public session at 8:30 a.m. on June 5, 2007 in the Commissioner’s room at the Seward County Courthouse.  Notice of the meeting was posted on the Courthouse bulleting board and on the Commissioner’s room door.  The agenda for all meetings is kept continually current and is available for public inspection at the County Clerk’s Office during normal business hours.  The agenda is held open until one business day prior to the meeting for appearance before the Board.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.

The Chairman noted that the public meeting information is posted as required by law and available for public distribution if requested.

 

The Pledge of Allegiance was recited.

 

During public discussion time, Larry Dillon of the Verdin Company was present to give a short report on the annual courthouse chimes inspection.  He stated that he has fine-tuned everything and that the chimes are in good shape.

 

Moved by Miller and seconded by Stuhr to approve the minutes of May 29, 2007.

Affirmative vote: Miller, Stuhr, Koci, Ruzicka                                  Motion Carried.

 

Those present during public discussion with the Commissioners were Sherry Schweitzer, Barb Liska, Russ Daehling, Gary Petersen, Dan Hansen, Denise Janssen, Monique Ruby, Kathy Ruzicka, Gail Brand, Marilyn Hladky, Joe Yocum, Sheila Beins, Wendy Elston and Mike Koci.

 

Commissioner Reports:

Commissioner Miller had no report.

Commissioner Stuhr had no report.

Commissioner Koci had a County Fair Board meeting and also a CASA meeting.

Commissioner Ruzicka had no report.

 

Moved by Stuhr and seconded by Miller to approve the right of way request for Brian Fehlhafer between sections 6 and 7 of Township 10 North, Range 1 East of the 6th p.m.

Affirmative vote: Stuhr, Miller, Koci, Ruzicka                                  Motion Carried.

 

Moved by Miller and seconded by Koci to accept the Clerk of the District Court Fee Report for May 2007 in the amount of $1,922.09.

Affirmative vote: Miller, Koci, Stuhr, Ruzicka                                  Motion Carried.

 

Moved by Miller and seconded by Stuhr to accept the Sheriff fees and Mileage Report for April 2007 in the amount of $1,492.00 and $832.55, respectively.

Affirmative vote: Miller, Stuhr, Koci, Ruzicka                                  Motion Carried.

 

Wendy Elston, Seward County Attorney informed the Board that the contract from Karr Tuckpointing was in order and gave them a few specifics of what the contract said.  Payment within 10 days was an issue.  The Commissioners advised the custodian Mike Koci to contact the company and give them information about the payment process the county uses.

 

Moved by Stuhr and seconded by Koci to authorize the Chairman to sign the contract for Karr Tuckpointing for repairs to the Seward County Courthouse.

The Commissioners then discussed the appointed officials salary graph.  Commissioner Stuhr stated that an appointed official had contacted him and had not been evaluated.  Other Commissioners stated their recommendations for the employees on the graph.  The Commissioners had concerns with the recommendation received from an advisory board for a 15% raise. There were also concerns involving other officials.  The Commissioners asked the County Clerk to make the recommended changes on the graph, which she had distributed, and come back with new figures after a recess.

 

Jean Prochnow and Pat Coldiron, representing the Farmers Market, asked for permission to use the courthouse square for the Farmers Market for the Wednesday afternoons and Saturday mornings.

 

Moved by Miller and seconded by Koci to allow the Farmers Market to use the courthouse square for the Farmers Market on Wednesday afternoons and Saturday mornings.

Affirmative vote: Miller, Koci, Stuhr, Ruzicka                                  Motion Carried.

 

The Commissioners recessed at 9:25 a.m.

The Commissioners reconvened at 9:40 a.m.

 

Moved by Stuhr and seconded by Miller to open the gravel bids at 9:40 a.m., as published.

Affirmative vote: Stuhr, Miller, Koci, Ruzicka                                  Motion Carried.

 

Bids were received from Central Sand and Gravel, Johnson Sand and Gravel and Overland Sand and Gravel.

 

The Commissioners then discussed a request to put a “Support our Troops” sign on a county pickup.  The county employee currently has a child that has recently gone over to Iraq.  The Commissioners decided that the employee could put the sign on the pickup at his own expense.

 

Commissioner Miller led discussion on cell phone use for the county.  He stated that if the county would have at least 25 cell phones on a single account, all county employees could receive 15% discount on their personal cell phones.  He will look into the idea further and report back next week.

 

Kelly French introduced himself to the Board as a representative of Presco Sales and Service Inc.

 

Marilyn Hladky, Seward County Assessor spoke to the Board and reported on the 2007 assessment actions she has recently applied.

 

The Commissioners then discussed the Appointed Officials Salary Graph again after changes were made on the graph. No consensus was reached.

 

Moved by Stuhr and seconded by Koci to table the appointed official salary graph until next week.
