A special meeting of the Seward County Commissioners was convened in open and public session at 8:30 a.m. on December 5, 2007 in the Seward Civic Center.  Notice of the meeting was posted on the Courthouse bulleting board and on the Commissioner’s room door.  The agenda for all meetings is kept continually current and is available for public inspection at the County Clerk’s Office during normal business hours.  The agenda is held open until one business day prior to the meeting for appearance before the Board.  The Board of Commissioners has the right to modify the agenda to include items of an emergency nature only at such public meeting.

 

The Seward County Board of Commissioners convened on December 5, 2007 at 8:30 a.m.

The Chairman noted that the public meeting information is posted as required by law and available for public distribution if requested.

 

The Pledge of the Allegiance was recited.

 

The main purpose for this special meeting held today is to hear presentations by the firms submitting proposals for a possible new or renovated jail/law enforcement center.  The following is a synopsis of information from each of the groups presenting.

 

The Durrant Group

 

The first proposal to be heard was from the Durrant Group of Des Moines, Iowa. Michael Lewis, Mike Moran and Don Swanson from the Durrant Group presented information about their firm.  Also in attendance was Dan Spiry from BVH Architects who is a local design firm from Lincoln, Nebraska asked by Durrant to work in cooperation with them.  The Durrant Group is a National Justice Specialist. They showed a power-point presentation that highlighted their process in the design and planning of a facility.  Both firms noted local (Lincoln) ties.  They planned and designed the current Lincoln/Lancaster County Justice Center and also the Douglas County Justice Center.  They would have staff to help with training personnel for the transition to a new building. 

They quoted fees as follows:

Initial services to develop a basic concept plan:  $18,000-$24,000

Bond Issue Assistance: $6,000

Fees subject to passing of bond issue and construction approval:  7 - 7.5% (Greenfield (new bldg)) or 8.5 - 9% (addition & renovation)

Reimbursable expenses- Mileage, meals, travel, and printing

All amounts will be credited back into the project expenses.

 

DLR Group

 

Martin Berglund and Joseph F Haines of DLR Group, Omaha, Nebraska presented information on their firm.  They specialize in criminal justice projects.  They would do most of the planning/designing, construction and administration themselves.  They would employ other specialists for electrical/mechanical engineering and also for security and food services.  Locally, they were involved in the Saline County Jail construction and presently are involved with the construction in Hall County.  They discussed building efficiencies that they look into when designing jails.  They stated they design buildings to fit the environment and area.  They stated they help in informing the public wisely in regard to passing a bond issue and also budgeting for costs associated with a larger building.  They listed 8 county jail projects, at least 25 Nebraska school district projects and over 125 School projects nationwide completed by their firm.

The quoted the following fees:

They use a Task Fee Approach which is Time multiplied by Hourly Rate = Fee.

They state their fee is not driven by the cost of construction.

No incentive to design an expensive Facility.

All “Reimburseables” included, except bid documents.

 

 

Carlson West Povondra

 

Al Povondra, Vshal Khanna, Mike West, and Sean Wuller presented information on their firm of Omaha, NE.  They stated they are a medium-sized firm who has completed 24 years of jail design and other county work design.  They currently are hired for the new Saunders, Cass, and Platte County Law Enforcement facilities.  They also presented many courthouse renovations they have been chosen to do.  They showed their 21-step process.  They presented information that many factors need to be included in planning a jail facility such as utility choices which they showed options to provide costs savings for that portion of a project.

Fees if bond does not pass:  $6850.00

Fee if bond does pass:  6.9% of construction costs.

 

The Commissioners recessed until 12:07 p.m.

The Commissioners reconvened at 1:00 p.m.

 

The Commissioners continued to hear presentations from architectural firms who submitted proposals for the proposed jail project for Seward County.

 

Goldberg, Sullivan & McCrerey

 

Larry Goldberg of Goldberg, Sullivan and McCrerey of St. Joseph, MO and Brad Kissler of Cannon Moss Brygger of Grand Island led discussion.  Kissler will be working in cooperation of Goldberg, Sullivan & McCrerey.  They have worked on over 40 projects involved with county projects and most recently, working on a Boone County Courthouse/Jail Project renovation.  They stated that they have never had change orders in excess of 2% in any of their projects.  They showed their process of a successful jail project.  Goldberg also stated they put 5 year warranties for their projects; for metal cells, 10 year warranties.  He stressed that they accept budget responsibility.  They stated they normally charge between 7.5 and 8.5% range and once a budget is set, they state a stipulated amount that does not change due to normal project overages.  Normal reimbursable costs would be charged also.

 

Davis Design and Rossler International

 

Mike Wachal of Davis Design, Lincoln, Nebraska led discussion and stated they have a full range of engineering services available.  Wachal stated that adding Rosser International would help immensely since they are justice facilities planning and programming specialists.  Paul (PJ) Docka was present for Rosser. Also with them was Gregg Smith of Davis Design who would be the project architect and help with the bond process, if chosen for the project.  They stated they have worked on the North Platte 911 Center and other State justice agencies.  Locally, they have just finished the Memorial Health Care Systems in Seward and Southeast Community College of Milford.  Fees for the project were listed as $15,000 for programming, evaluations, meetings, etc. with $8,000 being credited back to the project when (if) a bond issue passes.  They also listed a 6.5% fee of construction costs plus reimbursable expenses.  They stressed that they are budget driven for each building they propose.  They also stated that they could use the Design-Bid-Bond method of the Construction Management at Risk method (CM@Risk).

 

Prochaska & Associates

 

Mike Wicht, Director of Client Services for Prochaska & Associates led their presentation.  Also present was Don Prochaska, Scott Lundberg, and Steve Riley of the firm.  They first mentioned that they recently completed the Butler County Jail renovation and are currently working on the Cuming County Jail Project.  They said rural Nebraska is their core business.  They have all the engineering services in-house and so they said they will not sub-contract out.  They said they would include Seward County Officials in the design of the project.  They said they work well with Nebraska Jail Standards and said their Single Source Accountability of housing all services makes working well.  They said they could help with site selection, bond passage and design services and budget.  They explained the “Design-Bid-Build” method vs. the “Design-Build” method.  They prefer “Construction Management (CM@Risk) because there is a guaranteed maximum price and offers the least financial uncertainty.  Pre-Design/Preliminary Planning will be around $12,000 - $15,000.  Bond issue assistance is included. Basic design fee will be approximately 7%.  Reimbursables will be billed in addition so that total will be approximately 7.5%.  They also described their bond campaign processes.  Butler County Sheriff Mark Hecker was also present and described the process he used to get a bond issue passed.  Butler County went from a 10-bed facility to a 28-bed facility.
