Seward County Board of Equalization

A regular meeting of the Seward County Board of Equalization was convened in open and public session at 8:30 a.m. on April 8, 2008 in the Commissioner’s room at the Seward County Courthouse.  Notice of the meeting was posted on the Courthouse bulleting board and on the Commissioner’s room door.  The agenda for all meetings is kept continually current and is available for public inspection at the County Clerk’s Office during normal business hours.  The agenda is held open until one business day prior to the meeting for appearance before the Board.  The Board of Equalization has the right to modify the agenda to include items of an emergency nature only at such public meeting.

Commissioner Stuhr called the meeting to order and noted that the public meeting information is posted as required by law and available for public distribution if requested.

Moved by Koci and seconded by Miller to approve the minutes of March 25, 2008

Moved by Ruzicka and seconded by Miller to adjourn at 8:36 a.m.

Moved by Stuhr and seconded by Koci to approve the minutes of April 1, 2008

Commissioners Reports:

Commissioner Miller met with York County regarding the Interlocal agreement for Emergency Management. 

 

Commissioner Stuhr attended the Townhall meeting in Utica on underage drinking and also met with the Village of Utica for land purchase/easement.

 

Commissioner Reports continued below.

 

Moved by Koci and seconded by Stuhr to authorize the Chairman to sign the agreement to reimburse the County for computers using JUSTICE application.

Affirmative vote: Koci, Stuhr, Miller, Dedic, Ruzicka                         Motion Carried.

 

Moved by Stuhr and seconded by Koci to authorize the Chairman to sign the agreement with Guardian Electronic Systems for inmate accountability & control.

 

The Motion was rescinded.

 

Moved by Stuhr and seconded by Koci to authorize Seward County to enter into a contract agreement with Guardian Electronic Systems for inmate accountability & control.

Affirmative vote: Stuhr, Koci, Miller, Dedic, Ruzicka                        Motion Carried.

 

Mike Koci was present for discussion regarding the plans for the West annex.

 

Moved by Miller and seconded by Koci to authorize the Building and Grounds personnel to go out for bids to add 4 doors and 3 walls to the West annex.

Affirmative vote: Miller, Koci, Stuhr, Dedic, Ruzicka                         Motion Carried.

 

Carol Hrdlicka director of CISDA was present at 9:30 a.m. to address the Commissioners regarding CISDA and 211.

 

Mike Koci, Building and Grounds Supervisor spoke to the Commissioners regarding a Smoke test in the Courthouse on Friday April 25th. The smoke test is a smoke bomb put in the Sanitary Sewer line to see if there are any leaks anywhere.

 

Moved by Stuhr and seconded by Miller to approve the Right of Way request by Seward County Public Power District between Sections 23 & 24 of Township 11 North, Range 3 East of the 6th p.m.

Affirmative vote: Stuhr, Miller, Dedic, Koci, Ruzicka                         Motion Carried.

 

Marvin Havlat and Adam Ott were present at 9:50 a.m. regarding Gate Destruction.

 

Terry Eriksen with Clarks Telecommunications and Russ Daehling Seward County Highway Superintendent were present regarding a Right of Way request.

 

Moved by Stuhr and seconded by Dedic to approve the Right Of Way request for Clarks Telecommunications for various places in C, D & F precincts as provided on the maps.

Affirmative vote: Stuhr, Dedic, Miller, Koci, Ruzicka                        Motion Carried.

 

The Commissioners recessed at 10:12 a.m.

The Commissioners reconvened at 10:27 a.m.

 

Commissioner Reports (Continued):

Commissioner Dedic received calls about Seward County roads. He also attended a Saline Solid waste meeting.

 

Commissioner Koci attended the Townhall meeting in Seward regarding underage drinking. She also attended a Blue Valley and CASA meeting and completed another Institute of Excellence class. Commissioner Koci also received a phone call regarding the petitions.

  

Commissioner Ruzicka met with York County regarding the Interlocal agreement for Emergency Management. 

 

Moved by Stuhr and seconded by Koci to authorize the Chairman to sign the contract for the Audit with Niewedde and Wiens.

Affirmative vote: Stuhr, Koci, Miller, Dedic, Ruzicka                         Motion Carried.

 

Moved by Dedic and seconded by Koci to accept the bid from Niemann Mowing in the amount of $609.00 per mowing for all 17 abandoned cemeteries.

Affirmative vote: Dedic, Koci, Miller, Stuhr, Ruzicka                        Motion Carried.

 

Moved by Miller and seconded by Koci to leave the Building Permit fees as they are.

Affirmative vote: Miller, Koci, Ruzicka                                            Motion Carried.

Voting No: Stuhr, Dedic

 

Moved by Stuhr and seconded by Dedic to allow the CASA program to use the Courthouse lawn from 11:00 a.m. to 1:30 p.m. on April 23rd and the last Friday of every month from May to August.

Affirmative vote: Stuhr, Dedic, Miller, Koci, Ruzicka                         Motion Carried.
